Woodleigh Waterworks

Woodleigh Waterworks is one of Singapore’s conventional water treatment plants, located in the central-eastern part of the island under the Public Utilities Board (PUB), Singapore’s national water agency, with a total output capacity of 200 million litres per day. The plant originally operated a conventional treatment process of clarification, filtration, and chlorination to supply drinking water to the surrounding catchment area.

To enhance treatment robustness, PUB awarded a SGD 67.5 million upgrade contract to UGL in 2017, covering process upgrades and equipment replacement, alongside the addition of ozonation and biologically activated carbon (BAC) filtration, an advanced treatment stage layered onto the plant’s existing conventional process. The upgrade works commenced in March 2017 and were completed by 2019, delivered as an engineering, procurement, construction, and commissioning (EPCC) contract, with a subsequent two-year maintenance period for the newly installed equipment.

Introducing new ozonation and BAC treatment stages into an operating water treatment plant, without disrupting continuous supply to the surrounding catchment area, required the new process equipment and piping to be integrated against the plant’s existing infrastructure, resolving space, structural, and services constraints within an existing facility rather than a greenfield site.
