Infrastructure works at JTC Punggol Digital District

Punggol Digital District (PDD) is a 50-hectare business park master-planned by JTC and designed by WOHA Architects, developed as a high-density, transit-oriented district centred on Punggol Coast MRT station and its adjoining bus interchange. Rather than a conventional street grid, the district is organised around large “super blocks,” with main roads kept to the district’s perimeter while vehicular access roads, shared car parks, and service driveways are routed through the interior, following a car-lite layout intended to prioritise pedestrian and cycling connectivity across the site.

Site infrastructure works spanned road construction and realignment, drainage, and underground utilities laid out to serve multiple plots spanning business park buildings, the Singapore Institute of Technology campus, and community facilities being developed in phases across the same site. The works also incorporated the Punggol Heritage Trail, a 1.3 km tree-lined park connector built along the alignment of the former Punggol Road, linking Punggol Waterway Park to Punggol Point Park through the district.

Constructing roads, drainage, and utility infrastructure across the 50-hectare site, while multiple buildings on adjacent plots were under construction in parallel, required infrastructure works to be sequenced and coordinated against each plot’s individual construction programme. This ensured shared roads and utility corridors could be delivered consistently as the district’s business park, academic, and community components opened in phases between 2024 and 2025.
